Palliative Care
FOR SUPPORT TO ESTABLISH A PALLIATIVE AND GERIATRIC CARE CENTRE, IN COONOOR, THE NILGIRIS
The Rotary Club of the Nilgiris, Coonoor, established in November 1941, has been deeply engaged in public service to improve the quality of life for the community in Coonoor and in the Nilgiris ever since its inception. The Club has supported the community in a variety of ways, especially in preventive and curative health interventions. It has spearheaded free eye, dental and NCD camps; besides initiatives in education and literacy; vocational training; water and sanitation; rainwater harvesting; environment protection and conservation of the carbon footprint among the myriad areas of community life. The Club has established and operates an LPG fired crematorium in Coonoor since 2005 and currently the Club is also in the process of upgrading and adding value to the Rural Government School at Bettati, near Coonoor. All these initiatives have become possible only because of very generous and kindhearted support from individual, Corporate and Institutional donors, and well-wishers from the Rotary Club’s network and members.
In the last few years, with the pandemic looming large, the Rotary Club of the Nilgiris noticed the need for augmenting and modernizing the facilities in the 100+ years old Government Lawley Hospital in Coonoor. Beginning with the donation of a Digital X-ray machine, the Club created a brand new 6- machine Dialysis unit; completely renovated and upgraded the Outpatient Department Complex; upgraded with modern medical equipment the Neonatal, Labour, Family, Blood Bank, and the Casualty wards of this Hospital. Further, the Club recently launched a fully equipped and staffed Advance Life Support Ambulance for transporting critically ill patients from the hills to larger metros in the plains with the generous support of Individual, Corporate and Institutional Donors.
As a Club we recognize that Healthcare in the hilly region of the Nilgiris has always been a challenge and patients either bear their misery or must go to nearby metros like Coimbatore for advanced medical treatment at great cost and inconvenience. Unfortunately, healthcare had not received the focus it requires as our region is far away from the metros. Here, in the Coonoor region, especially the underserved segments of our society have been left to fend for themselves if they need a little more than basic medical attention. As highlighted above, our Club has created certain facilities that have reduced the challenges considerably, however, one area in which we have no infrastructure is in Palliative and Geriatric care.
With the advancing age of our population and modern lifestyles that are increasing the occurrence of Cancer & other life-threatening ailments coupled with the tendency for the younger members of families moving away from the hills in search of better livelihoods, the need for focused Palliative and Geriatric care has become essential.
The Government Lawley Hospital is the primary health care facility in the Taluk and because of its location in the district, it plays a very proactive role in health care of the entire district especially for the economically weaker segments of our society.
The Rotary Club of the Nilgiris has planned to establish a Palliative and Geriatric care facility in a large, double storied building within the Government Lawley Hospital, Coonoor that the health department has made available to the Club in a Private Public Partnership mode. While the SADP (Special Area Development Programme) has developed, at great cost, relevant retaining walls and other related civil works to make the building structurally safe and gated, the building itself needs a lot of repair and renovation to meet the physical, medical, and psychological needs of the patients needing palliative and geriatric care and management. The Government Lawley Hospital will handle all operations and will provide free consultation, treatment and necessary residential facilities and care to admitted patients.

PROJECT DEVELOPMENT BACKGROUND
The building allocated to the Rotary Club of the Nilgiris by the Government Lawley Hospital for the establishment of the Palliative and Geriatric care Centre is an old double storied building that in earlier times was used as the quarters for the key staff members of the Hospital and is locally known as the ‘Stone House’. The SADP (Special Area Development Programme) has recently redeveloped the surrounding areas with very elaborate civil works and has made the building structurally very safe for use with relevant
renovation and upgradation. The Rotary project therefore is to modify, renovate and upgrade the building, create specific consultation, treatment, counseling, stores, toilets, elevator, and other
ancillary and special facilities to cater to the specialized care and capacity required and create the
infrastructure to meet creature comforts and make it usable as a modern healthcare facility.

NOTES FOR CONSIDERATION
I. Estimates are not exact and could vary up to 5% upwards or vice versa.
II. Established vendors who have been most reasonable in our earlier projects and compassionate
to the social cause will be preferred.
III. A team of qualified and dedicated Rotarians will oversee the project from end to end.
IV. Detailed discussions with experts and practitioners in the field of Palliative and Geriatric care is
in progress and it is planned that the Centre will be designed for a holistic approach to Palliative
and Geriatric care as explained earlier and most amenable to housekeeping conveniences.
V. The complex will be handicapped friendly at every point of use.
VI. Adequate conveniences and privacy will be ensured for the Nursing and Support staff.
VII. The surroundings will be suitably landscaped and made environment friendly.
The same is self-explanatory. This is based on physical survey and measurements taken in its current state and may change a little with unforeseen requirements cropping up as development work and positioning of furniture and medical equipment progresses.
In keeping with health care protocols and best practices, we plan to ensure a Holistic treatment
approach and hence the Centre will have outpatient consulting and treatment facilities, suitable
essential physiotherapy for the patients, open spaces for mental destressing, facility for counselling
of patients, family members and care givers and other necessary ancillary facilities.
We have been and will be continuing to seek guidance from experts in the field, and it will be our endeavor
to make the facility holistic, modern, and futuristic.
